FIFA has it on their site as a full international. Maybe the "closed doors means no full international"-rule was introduced later?

In my opinion, it is not possible to do this right anymore. These are my rules of thumb nowadays:

1. If a game is on the FIFA site, it counts as a full international.

Exception to the rule: If, for a game that was played since 2004 (when the rule was introduced), a team did more than 7 substitutions, then I count it as Non-FIFA. Obviously, FIFA does not look at game statistics at all, so there a quite a lot of them. I know that the rule speaks of more than 6 substitutions, but there have been some cases where Associations have appealed to let the game count afterwards, and FIFA has said yes. As FIFA does not really tell us when this is the case, all games with 7 substitutions are in a state of limbo for me, and get the benefit of the doubt. I know this isn't perfect, but thanks to FIFA perfection is unattainable nowadays.

2. If a game is not on the FIFA site, it doesn't count as a full international.

Two exceptions to this rule: Sometimes qualifiers, which clearly are full internationals (with both teams in FIFA at the time) are simply missing on the FIFA site. Those games I just count.

Exception number two is trickier. If a game has been played by two well-established footballing countries (Yes, this is wobbly), it wasn't behind closed doors, the subs are alright, both countries count the game as a full international and I couldn't find any other reasons to not count it, then I count it. Not too many of them so far, but it happens.

I honestly think this is the best we can do, but I'm open to suggestions.

Another exception to the rule if it's a full FIFA match - if it's a training match that wasn't played with the standard 45 minute halves.

eg. Thailand 1-1 Myanmar, 15.07.11 - played 2 x 35.
